Arkema Inc. is actively recruiting for Sr Environmental Specialist to support our Houston facility. At Arkema, the individual Works closely with the site Environment Engineer to accomplish Environment goals and training. Peers include other safety and environmental specialists at other sites and Corporate. Responsible for implementing, coordinating, and maintaining the Houston plant safety, quality and environmental programs and activities to ensure compliance with all Local, State, and Federal laws, regulations and corporate standards. Participates in other plant activities as needed to improve performance in areas of safety, environmental, reliability, process incident elimination, cost control, and related areas.
The Sr. Environmental Specialist primary duties are managing site’s solid waste and supporting the QC lab operations. Responsible for complying with all AIMS HESQ policies & practices including ISO-9001, ISO 14001
ISO-45001 and RCMS. This includes compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, DOT, etc.
Essential Duties & Responsibilities:
Environment

-Work closely with the Environmental Engineer for the environmental matters.
-Provide technical guidance and support to plant projects and initiatives (e.g., Management of Change, Capital Appropriation Requests, and Standard Operating Procedures); conduct environmental reviews and analysis to identify potential issues and provide solutions as appropriate to mitigate potential hazards.
-Perform daily checks of environmental equipment and areas. Includes but not limited to hazardous storage areas, dikes, tanks, waste storage areas, digester, and storm water discharge.
-Responsible for hazardous and nonhazardous waste management, which will require labeling waste, sampling waste for profiling, moving/handling of waste containers (drums, totes, etc.).
-Obtaining competitive bids on waste disposal, coordinating with waste vendors for waste profiling and scheduling of waste shipments and signing of waste shipping manifests.
-Maintaining annual waste summary.
-Coordinates the schedules for audits in the environmental related areas. Performs Environmental Waste / Safety Audits.
-Oversee cradle to grave management of solid wastes generated at site through proper disposal. Make necessary equipment arrangements in concert with operating units; assure proper labeling, manifesting and disposal.
-Perform routine environmental audits to assure compliance.
-Perform Environmental tasks such as Waste Management inspections and over-sight of waste shipments.
-Prepare and submit Storm water reports. Ensure all sampling and inspections are completed in a timely manner
-Conduct quarterly wastewater sampling and submit associated reporting.
-Complete and submit reporting for drinking water, wastewater and TIER II in a timely manner.
-Review and submit all applicable ENV. permits to the correct agency/department within the permit renewal guidelines, making any necessary modifications.
-Responds to regulatory inquiries from state and other government agencies.
-Plant Reports to government agencies (i.e., Monthly DMR, annual waste reporting, bi-annual state and EPA report, Tier 2 reporting).
-Responsible for ensuring Hazardous Waste Storage & Satellite Accumulation Areas meet RCRA requirements.
-Prepare and submit accurate reports and notices on time; communicate regulatory and permit requirements to plant personnel applying a thorough knowledge/understanding of the following:
-Federal EPA regulations for solid/hazardous waste and water/wastewater permits and reporting requirements.
-State of Texas air, water and solid waste regulations and permit conditions and reporting requirements.
-Harris County and Houston regional regulations and reporting requirements.
-DOT, OSHA, EPA, state and local codes and requirements.
-Responsible for ensuring compliance with the site’s potable water and waste/storm water discharge.
-Moderate to heavy labor and ability to drive forklift.
Health and Safety

-Work closely with the Safety Specialist for the safety and security matters. Conducting routine contractor HESQ Work-in Progress Audits.
-Assist with the implementation, coordination, and maintenance of the plant safety and loss control programs and activities within the HES Department to ensure compliance with applicable local, state, and federal regulations, as well as Corporate safety standards.
-Provide day-to-day support for activities such as issuing safe work permits, assessing safety hazards, auditing to ensure working conditions of the plant are safe and healthy, etc.
-Keep current with constantly changing laws and regulations and provide guidance to the plant in the interpretation of the requirements and develop programs to meet the regulations.
-Assists in reviewing procedures/policies and training of HESQ topics as needed.
-Support Arkema Integrated Management System (AIMS) by developing/updating procedures, policies, and task checklists.
-Conducts and documents investigations of incidents and ensures follow up actions.
-Participates in the environmental and safety related audits, inspections, reviews, and projects.
-Act as a resource for Plant Safety Committee and lead/assist safety related problem-solving teams as needed.
Quality

-Work closely with site Chemist on the matter related to analytical and quality matters.
-Perform routine analyses of raw materials, finished product samples, and accurately enter results into LIMS and SAP.
-Perform non-routine sample analysis to support lab special projects.
-Perform instrument calibrations and trouble shoot instruments as needed.
-Manage non-hazardous drums as well as hazardous waste drums for lab waste.
-Assist lab personnel with general lab housekeeping. Includes but not limited to handling and ordering of gas chromatography gases, disposal of retain samples.
Perform other duties as assigned to meet the plant’s needs.
Required Education/Qualifications/Work experience

-Bachelor’s Degree in Environmental, Engineering, Chemistry or other related technical field
-OR Associate’s Degree or relevant certifications may be considered with demonstrated knowledge and years of service taken into account.
-Minimum 7+years’of experience in the day-to-day involvement in HES activities and handling hazardous & non-hazardous waste.
-Basic knowledge of state and federal health, safety, and environmental regulations required, with a demonstrated desire to become proficient in all reporting requirements
-Possess class D license for potable water operator or ability to obtain one.
-Certified forklift operator.
-The Sr. Environmental Specialist is responsible for completing routine and special analytical sample requests as received. Completion of all routine and non-routine solid waste activities. Manage the potable and storm/wastewater discharge requirements.
